Sie verpflichtet Hersteller und Inverkehrbringer, die Organisation und Finanzierung der Entsorgung und Verwertung von Verpackungen selbstst\u00e4ndig zu \u00fcbernehmen. Dies schafft Anreize f\u00fcr eine ressourcenschonende und recyclinggerechte Produktgestaltung.<\/p>\n\n\n\n<p id=\"block-jKUgXZRzbh\" class=\"wp-block-nectar-blocks-text nectar-blocks-text\">Das <strong>Konzept EPR<\/strong> hat sich zu einem zentralen Instrument der europ\u00e4ischen Kreislaufwirtschaft entwickelt und findet in vielen Produktgruppen Anwendung. Mit dem von der EU-Kommission f\u00fcr September 2026 angek\u00fcndigten Entwurf eines Circular Economy Act soll dieser Ansatz weiter gest\u00e4rkt werden. Die AVU begr\u00fc\u00dft dies, denn ein klarer und verl\u00e4sslicher europ\u00e4ischer Rahmen senkt B\u00fcrokratiekosten und st\u00e4rkt den Ausbau der Kreislaufwirtschaft.<\/p>\n\n\n\n<p id=\"block-Ae2h0pHSwD\" class=\"wp-block-nectar-blocks-text nectar-blocks-text\">Aus Sicht der AVU bietet der Circular Economy Act die Gelegenheit, bestehende Regelungen zu vereinfachen und eine <strong>effizientere Erf\u00fcllung von EPR-Pflichten<\/strong> im gesamten europ\u00e4ischen Binnenmarkt und \u00fcber Produktgruppen hinweg zu erm\u00f6glichen. F\u00fcr Unternehmen, die in mehreren Mitgliedstaaten t\u00e4tig sind, f\u00fchren unterschiedliche EPR-Anforderungen bisher noch zu hohem Verwaltungsaufwand. Einheitliche Datendefinitionen und Registrierungsnummern k\u00f6nnen diesen reduzieren und gleichzeitig den Vollzug und den Wettbewerb st\u00e4rken.<\/p>\n\n\n\n<p id=\"block-SBEGNVLjaZ\" class=\"wp-block-nectar-blocks-text nectar-blocks-text\">Wie aktuelle Studien zeigen<sup>[1]<\/sup>, erreichen <strong>sowohl wettbewerblich organisierte EPR-Systeme<\/strong> als auch <strong>monopolistisch organisierte und regulierte Systeme<\/strong> hohe Recyclingquoten und leisten einen wichtigen Beitrag zur Kreislaufwirtschaft. Die Erfahrungen in den Mitgliedstaaten zeigen, dass unterschiedliche Modelle erfolgreich funktionieren k\u00f6nnen. Eine Harmonisierung sollte daher gemeinsame Rahmenbedingungen schaffen, ohne bestehende effiziente Systeme zu beeintr\u00e4chtigen.<\/p>\n\n\n\n<p id=\"block-Y5M7YvcBkK\" class=\"wp-block-nectar-blocks-text nectar-blocks-text\">Neue <strong>Transparenzanforderungen<\/strong> m\u00fcssen auf die unterschiedlichen Ausgestaltungen der EPR-Systeme in Europa R\u00fccksicht nehmen:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In nicht-wettbewerblichen Systemen k\u00f6nnen angemessene Transparenzvorgaben dazu beitragen, Effizienz sicherzustellen und die Verwendung der Geb\u00fchren nachvollziehbar zu machen.<\/li>\n\n\n\n<li>In Wettbewerbssystemen wie in Deutschland stehen die Dualen Systeme in direkter wirtschaftlicher Konkurrenz zueinander. Der Wettbewerb schafft Anreize f\u00fcr effiziente Strukturen und kosteng\u00fcnstige L\u00f6sungen f\u00fcr die verpflichteten Unternehmen.
